Area code 528: non-geographic services (5xx), not a location
Area code 528 is not a place. NANPA lists it as a code for non-geographic services, in service since March 2, 2022: carriers get its numbers in blocks for services that aren't tied to a location, so a 528 number has no home state or time zone.

What a 528 number is for
NANPA assigns the 5XX codes (19 are in service: 500, 521, 522, 523, 524, 525, 526, 527, 528, 529, 532, 533, 538, 542, 543, 544, 566, 577, 588) to service providers one central office code (5XX-NXX, 10,000 numbers) at a time. When one fills up, NANPA opens the next.
Google's libphonenumber data, which most validators use, reads 528 numbers as "Personal number". In a contact list they are rarely a person's main phone, so check them before a calling or SMS campaign.
